The notice also mentioned that the crew shift management and vaccination should be strengthened. If the crew of an international ship to be transferred to a domestic route needs to be changed, it shall be changed at the port of entry in accordance with the relevant provisions of the local international crew change. After the international navigation ships go through the procedures of changing their business, the shipping enterprises of the ships will continue to monitor the health of the crew for three days. If the health condition of the crew is abnormal, they should timely report to the joint prevention and control mechanism of the ship's berthing place (report to the joint prevention and control mechanism of the next berthing place during the voyage). During the three-day health monitoring period, the crew shall not leave the ship, and personal health protection shall be strictly carried out. If it is necessary to leave the ship under special circumstances, it shall be reported to the local joint prevention and control mechanism for consent, and the local epidemic prevention and control measures shall be implemented. If there is no abnormality in the three-day health monitoring and the nucleic acid test (throat swab Collection) is negative on the third day, the shift shall be changed according to the crew of domestic ships after reporting to the local joint prevention and control mechanism for consent. In addition, we will strengthen the management of domestic waste and sewage from ships on international to domestic routes. Domestic garbage and sewage produced by international ships that intend to transfer to domestic routes shall be received and landed at the port of entry before they can be transferred to domestic routes for operation. The notification requirements of the joint prevention and control mechanism of the State Council should be implemented, and the local joint prevention and control mechanism should receive the domestic garbage and domestic sewage generated by inbound international ships, and carry out classified collection, transportation, and disposal in accordance with the relevant provisions on the management of medical waste.
The notice made it clear that ships engaged in the operation of routes between the mainland and Hong Kong, Macao, the mainland and Taiwan should, in principle, refer to the requirements for epidemic prevention and control of ships on international voyages. If the local joint prevention and control mechanism has other provisions, those provisions shall prevail.
The notice also made it clear that the local transportation department should convey the spirit of this notice to the shipping enterprises and port operators within its jurisdiction. If the previously issued requirements for epidemic prevention and control of ships operating from international routes to domestic routes are inconsistent with this notice, the requirements of this notice shall prevail.
